A Holder of an Order «For Courage»,
awarded by the Honored Sign of the SBU.
Vasyl Krutov is one of
the leading specialists in Ukraine and abroad
in the sphere of antiterrorism.
Since 1977 serves in security
services of Ukraine. In early 90s advisor on
the counterterrorism issues and afterwards a
Head of the Bodies of the Chairman of the SBU.
In 1994 led creation of
an antiterrorism unit of SBU («Alfa»)
and became its first head. Hundreds of military
and special operations in Ukraine and abroad
were performed with direct participation of
Mr. Krutov. Worked on probation in elite counterterrorism
divisions of Russia, USA, France, Germany, Israel
and others.
In 1998 defended a doctoral
thesis «Theoretical and legal background
of fight against terrorism».
As a Deputy Chairman of
SBU, took part in elaboration of conceptual
basis for creation and functioning of CIS Antiterrorism
Center where later on represented Ukraine.
Since 2003 Mr. Krutov
is a Head of the Board of the IAU.
Zaitsev
Gennady Mykolayovych
Major-General,
a lawyer by education, a Hero of the Soviet
Union. A Holder of Orders of Lenin, the Red
Banner, the Red Banner of Labour, Orders of
the Red Star. Honored Member of the state security
service of USSR.
In 1953 served by conscription
in a separate special regiment of the Moscow
Kremlin Superintendent Department. Then was
recommended for work in state security service.
Worked in safeguarding of the country top leaders.
On 29 July 1974, an antiterrorism
group «A» («Alfa») was
created in the department where Mr. Zaitsev
served and was headed by him since 1977. Among
the first military tasks of the group is the
operation on rendering harmless a terrorist
who threatened to bomb the US Embassy in Moscow
(March 28, 1979). During the years of management
by Mr. Zaytsev, «Alfa» resolved
successfully military tasks in various places
of the country. In all cases, terrorists were
neutralized and no hostages neither staff suffered.
Mr. Zaitsev was the head
of «Alfa» when in October 1993 its
soldiers refused to participate in military
actions against the defender of Russian parliament
and secured the exit of people out of the burning
building.
Retired in March 1995.
Took part in creation and became a head of a
private security enterprise - Security Agency
«Alfa-95».
A member of advisory council
at the Federal Security Service (FSB) of Russia
and coordinating council at the Internal Affairs
Department of Moscow. Vice President of the
Association of veterans of «Alva»
antiterrorism department.
Onyshchuk
Mykola Vasylyovych
Candidate
of jurisprudence. Honoured jurist of Ukraine.
The author of above 40 scientific works on the
issues of legal regulation of economical relations.
Awarded by the Order «For Services»
of the IIIrd Degree.
In 1982-91 - probationer-researcher,
the junior research officer, a person working
for doctor's degree in the Institute of State
and Law of the Ukrainian National Academy of
Science, deputy head of organizational committee
of the youth cooperative housing «Academic»,
scientific advisor of standing commissions in
the Parliament of Ukraine; since 1991 - president
of a law firm «JURIS» (Kyiv).
In 1997-1998 - head of
the Commission on Legal Issues in Ukrainian
Union of Industrialists and Entrepreneurs (USPP).
Since April 2002 - People's
Deputy of Ukraine, the First Deputy Chairman
of the Committee on the Policy of Law Issues.
Deputy Head of the
Society of Lawyers of Ukraine, Vice President
of USPP, Vice President of the World Congress
of Ukrainian Lawyers, co-founder and councilor
of Charity Foundation on Assistance to Political
and Judicial Reforms, advisor of the Committee
on the Fuel-Energy Issues, Nuclear Policy and
Nuclear Security of the Parliament of Ukraine,
member of the Board of the Ministry of Justice
of Ukraine. Advisor to Prime Minister of Ukraine
on a voluntary basis.
