of the participants of the
III International Antiterrorism Forum
“State and Society – Social Partners
in the Fight Against Terrorism”

Ukraine, Kyiv, June, 1-2, 2006

We, the Participants of the III International Forum, sincerely share the concern of the world community about international terrorism which represents one of the most serious threats to peace, democracy and stability. Terrorist organizations nowadays are seen as one of the most serious destabilizing factors of social and political situation in different countries and regions. Authorities in most cases make systematic mistakes applying exclusively force methods of counteraction without involving society into this process and without trying to analyze the origins of terrorism. This strategy can be considered to be utterly defensive and incapable of building a system of efficient counteraction.

The Forum supports the initiatives of UN Secretary General Kofi Annan declared on May, 2, 2006 about systematic counteraction to terrorism.

The Forum is calling on the heads of states, political and public figures, all who support the idea of joint endeavors of state institutions and NGOs in the fight against terrorism. We believe the efficiency of the joint counteraction to be an important indicator of democratic development and integral part of Civil society.

The participants of the Forum are unanimous that joint antiterrorist endeavors of state institutions and NGOs can form the backbone of favorable international situation depriving terrorists of social support.

We stand for developing long-term national and international programs of terrorism counteraction with NGOs as integrating force of these frameworks.

The Forum supports the initiative of the International non-governmental organization “International Antiterrorism Unity” (IAU) about creation of the Special Workgroup on Civil Counteraction to Terrorism within the International Conference of NGOs of the Council of Europe.

We appeal to all NGOs of the world to participate:

  • In national, international and other important programs of terrorism prevention and overcoming the results of terrorist acts;
  • In programs designed to ensure human rights protection and promote respect to democratic values, culture, religion, traditions and lifestyle of people of the world.
