Resolution
of the Second International Antiterrorism Forum
“State and Society – Social Partners
in the Fight Against Terrorism”
Ukraine, Kyiv, June, 1-2, 2006
Forum is organized and held by the International non-governmental organization “International Antiterrorism Unity” (IAU), Ukrainian Exhibition Company “VneshExpoBusiness” under the patronage of the National Security and Defense Council of Ukraine. The event was supported by the Ministry of Foreign Affairs of Ukraine, NATO Information and Documentation Centre in Ukraine, “Ukroboronservice”(Ukrainian defense service), European University, “Adamant”, closed company “Vostok-Service-Ukraine”, Coordination Center of Civil Protection Services and Institute of Security Standards.
The main objective of the Forum is to attract attention of heads of states, social and political leaders of all countries of the world stressing the necessity of systematic and scientific counteraction to terrorism through creation of a broad coalition with participation of NGOs implementing organizational, scientific, legal and other antiterrorist technologies and mechanisms.
State authorities also participated in the Forum as well as diplomats, UN representatives, EU Informational Bureau and guests from Azerbaijan, Belarus, Israel, Bulgaria, Great Britain, Hungary, Georgia, China, Korea, Latvia, Lithuania, Moldova, Poland, Russia, Romania, Czech Republic, Turkey and Estonia – from 21 states. Prominent political, cultural, religious leaders joined IAU members together with 30 reporters to work in the Forum. Generally more than 400 people attended the Forum and listened to 52 reports and speeches, discussed different aspects within the work of sections: “Ehtnocultural component of modern terrorism” and “Technologies of civil counteraction to terrorism”. The issues of origins, motivation and prevention of modern terrorism were considered at the Forum. It also included bringing the topic of technologies of civil counteraction to terrorism into the spotlight of public attention along with the role and place of NGOs in the system of state and international counterterrorism operation.
Participants of the Forum:
SUPPORT the initiatives of UN Secretary General Kofi Annan declared on May, 2, 2006 about strengthening the international unity in the fight against terrorism and his appeal to all governments of the world, UN and other international organizations, institutes of civil society and individuals to consolidate their efforts to fight against one of the most serious threats of the 21st century;
SHARE the position of the Council of Europe about the importance of structures of civil society in social and economic development and ensuring social and political stability;
Aknowledging that NGOs can apply more significant efforts to cooperate with state authorities in order to strengthen democratic principles of civil society;
EMPHASIZING consolidating potential of the 3rd International Antiterrorism Forum “State and Society – social partners in the fight against terrorism”;
CONSIDER human rights protection to be the main goal of a global antiterrorist strategy.
SUGGEST
Creating within the International conference of non-governmental organizations of the Council of Europe Special Workgroup on developing complex measures of civil counteraction to terrorism and protection of Civil society which set the following tasks:
- Study, adapt and promote the experience of NGOs in state antiterrorism programs;
- Develop mechanisms of optimal cooperation between state institutions and NGOs in the interest of systematic counteraction to terrorism;
- Involve representatives of interested NGOs to developing international standards of terrorism prevention in European states;
- Organize monitoring of NGOs’ participation and develop conceptual principles and technologies of civil counteraction to terrorism.
Commission the IAU to:
- Develop the Statute and Action Program for the Special Workgroup on developing complex measures of civil counteraction to terrorism and protection of civil society;
- Generalize the experience of coordination and development of the non-governmental security system to support state institutions in the fight against terrorism.
