Introductory speech

Dear participants of the Forum, ladies and gentlemen!
I would like to express my deep gratitude for this opportunity to greet the advocates and participants of the antiterrorism movement coming today to this hall. There are representatives of all branches of state power, political and public figures, members of parliament, diplomats accredited in Ukraine, prominent scientists, specialists and representatives of mass media here among us. Our antiterrorism efforts have been supported by Ukrainian Parliament and Government, National Security and Defense Council of Ukraine, Ministry of Foreign Affairs and Council of Europe. Let me remind you, dear colleagues, that in the aftermath of the 1st International Forum (2004) there was passed a Declaration appealing to international community to consolidate efforts in fighting terrorism. The 2nd International Forum (2005) approved of the Model of the National Program of terrorism and extremism counteraction. This Model of the National program is supported by the National Security and Defense Council of Ukraine and certain statements of the Model entered the “National Defense Strategy of Ukraine”. The objective of the 3rd International Antiterrorism Forum “State and Society – social partners in the fight against terrorism” – to discard obsolete stereotypes defining international and national security systems, introduce new approaches to the principles of security which can adequately react to contemporary threats by increasing the role of non-governmental organizations and unities acting as the subjects of international and national security systems and reliable partners of state institutions in the fight against terrorism. Two scientific and practical sections will be held within this Forum: “Ethnocultural component of terrorist processes” and “Technologies of civil counteraction to terrorism”. Official and operating languages of the Forum are Ukrainian, Russian and English (simultaneous translation). We are planning to consider the issues of motivation, origin and prevention of modern terrorism. Also we will bring state-of-the-art technologies of civil counteraction to this world evil into the spotlight of public attention discussing the role, place and mission of NGOs in the system of national and international antiterrorism activities. Let me inform you that 21 countries are represented at this Forum with 400 participants and 23 organizations have sent their greetings, moreover, 31 mass media are accredited to provide coverage of the Forum.
On behalf of the Organizing committee I declare the 3rd International Antiterrorism Forum open.
