Resolution of the participants of the Round Table
“Mass Media against Terrorism”
held within the programme of the International Forum
“International Terrorism – Current Situation, Origins and Ways of Counteraction”

We, the participants of the Round Table “Mass media against terrorism’, witnessing and experiencing the reality of contemporary world,

state that international terrorism nowadays has become the greatest threat to humanity and to achieve its goals it widely exploits the benefits of mass media;

acknowledge the importance of mass media as subjects of national security system and their growing role in the counteraction to terrorism and extremism;

point out (note) that the issues of terrorism and antiterrorism activities require careful consideration, profound knowledge and understanding of the situation, highly responsible and socially adequate coverage of certain antiterrorist operations;

confirm the necessity of observance of the freedom of speech, freedom of receiving and disseminating the information;

believe life and personal safety to be cornerstone of media coverage of antiterrorist operations.

In view of the aforesaid, to consolidate the efforts in informational counteraction to terrorism and extremism and in the interest of providing the necessary conditions for quality and safe work performance we think it necessary to suggest:

creating informal unity (Club, Association) of mass media representatives, specializing in study of terrorism issues, antiterrorist activities and crisis situations. One of the top-priority tasks of this unity with participation of press officers of law-enforcement organizations as well as leading domestic and foreign specialists should be the development of the Club’s work concept and its basic documents:

  • Antiterrorism convention of Ukrainian journalists;
  • Moral and ethic principles of journalist behavior for those providing coverage of antiterrorist operations;
  • Recommendations about the form of cooperation between mass media representatives and law-enforcement institutions in the coverage of special operations;
  • Suggestions about special training of journalists working in war zones and crisis areas according.
