The First International Antiterrorism Forum
«International Terrorism - Present Condition, Sources and Ways of Counteraction»

Simultaneously with the Forum it is lead IV International the specialized exhibition of means of protection, arms and special «Equipment ISPEK-2004»

As the organizer of the Forum International public organization «International antiterrorist unity» (IAU) has acted at support of the Ministry for Foreign Affairs of Ukraine.

Within the limits of the Forum two scientifically-practical conferences «Present terrorism as threat of national safety» and «Manipulative strategies and terrorism» have been lead. The problems where examined during three round-tables discussions dedicated to the role of mass-media in terrorism counteraction, NATO policy in the fight against the threat common to all mankind, and prospects for organization of anti-mine activity in Ukraine.

The greetings to participants, visitors and organizers of the Forum were directed by the Prime minister of Ukraine and Chairman of the Supreme Rada of Ukraine.

Applied aspect of questions discussed at the Forum became carrying out of IV International specialized exhibition «ISPEK-2004» where means of protection have been presented, arms and a special equipment, used including at the organization and carrying out of antiterrorism actions.

In work of plenary session of the Forum have taken part: Chairman of IAU, Doctor of Law sciences, Professor V. Krutov; the deputy Minister of Foreign Affairs of Ukraine V. Kirichenko; the deputy Minister of the Cabinet of Ukraine A. Shnipko; Chairman of the State committee of Ukraine on affairs of veterans S. Chervonopisky; corresponding member of Academy of pedagogical sciences of Ukraine, Doctor of historical sciences V.Sidak; rector of Institute of problems of safety of the Ministry of Education of the Russian Federation, Professor G. Minaev; the deputy Director of National institute of problems of the international safety of Advice of national safety and defense of Ukraine L.Tokar; Chairman of the International Anti-criminal and Anti-terrorism committee, General-colonel of a stock A. Chistjakov; Chairman of sub-committee of Committee of the Supreme Rada of Ukraine concerning national safety and defense, Doctor of Philosophy, Professor V. Zubov; the vice-president of National bank of Ukraine, the head of Department of financial monitoring A.Berezhnoj; vice-mayor of city of Kyiv V .Ilgov, etc.

Participants of the Forum had been considered various aspects of the international and national safety in conditions of new calls and threat, necessity of the organization of system counteraction to the international terrorism is underlined. Such, counting upon strategic prospect the approach, should have priority anticipatory character and to be realized through researches and influences on the reasons and the factors favorable occurrence of terrorism and extremism. During discussion participants of the Forum have come to conclusion about a pressing need in a new moral-ethical atmosphere for perfection is international-legal and organizational mechanisms of collective safety where a special role civil forces of a society should play.

The forum has accepted the Declaration calling the World community to development and realization of the global program of counteraction to the international terrorism, based on the new principles of formation of national systems of safety uniting the state and public institutes.

In the Declaration some conceptual sights concerning principles of modernization of institutes of the international safety, maintenance with their powerful social support, in particular, by means of development of direct dialogue Christian, Islamic and other cultures are stated. In such dialogue which is represented as the major of a component of wide antiterrorism actions, the significant contribution to the statement of a priority of universal humanitarian values communications and could bring contacts on a line of the public, non-governmental organizations.

Among the first practical efforts to the given direction it was offered to lead in the beginning of 2005, in Kyiv, under patronage of the United Nations, the International forum «Europe and the Big Near East - steady development and conditions of maintenance of the world».
